Agricultural & Forestry Equipment

Agricultural and forestry tractors/equipment used in the EU or UK require CE Marking.

If the equipment is intended for the United Kingdom market, it will need to be UKCA marked, which is essentially similar to CE marking in terms of the conformity assessment procedure with differences on the Declaration of Conformity.

CE and UKCA Marking are mandatory for nearly all agricultural equipment, including:

The CE Marking Process

Agricultural and forestry equipment have many powered moving parts in operation, including the power take-offs for connected equipment. There are also different functions, from plowing, digging, lifting, pruning, cutting, and many other operations.

The Machinery Directive (2006/42/EC) addresses the safety aspects. EMC aspects are addressed by the EMC Directive (2014/30/EU) and substance restrictions by RoHS (2011/65/EU). Depending on the equipment size, it may be exempted from the requirements of RoHS.

Two Directive modifications may be applicable:

  • Directive 2009/127/EC amending Directive 2006/42/EC concerning machinery for pesticide application [OJ L 310, 25 November 2009]
  • Regulation (EU) N° 167/2013 on the approval and market surveillance of agricultural and forestry vehicles [OJ L 60, 2 March 2013]

The UKCA Marking Process

UKCA regulations are similar to the CE ones they replaced. The exact actions a manufacturer will need to undertake for compliance depends upon the specific applicable UK Regulations. There are, however, similar steps that manufacturers will need to follow:

  • Amend existing EU compliance documentation (e.g., Technical Files and Declarations of Conformity) to reference current UK Regulations and Standards
  • Affixing UKCA Marking for agriculture equipment
  • Obtaining third-party approval from a UK Approved Body when required

Is CE/UKCA Marking Mandatory?

Farm and agricultural equipment will require CE or UKCA Marking if it falls within the scope of any one or several of the above directives and CE or UKCA legislation.

Annex I of the Machinery Directive lists the Essential Health and Safety Requirements (EHSRs) which need to be addressed in your equipment before it can be considered safe. They are laid out in six sections which cover general remarks common to all products in scope.

As a manufacturer, you must assess your equipment against these EHSRs to ensure that safety is maintained under all use conditions.

While its use is not compulsory, the harmonized standard BS EN ISO 12100:2010 Safety of machinery – General principles for design – Risk assessment and risk reduction provides fundamental guidance and an overall framework for designers making decisions during the development of machinery to enable them to design machines that are safe for their intended use.

Many suitable Type B standards cover general machine hazards and how to address them.

Type C standards are also applicable for specific machine types, and for agricultural equipment, there are many standards, some of which are listed below.

If there are any differences between Type B and C, then the Type C requirements take priority. The main safety requirements are given in EN ISO 4254, but you must consider all the other standards relevant to the intended equipment use and function.

  • EN ISO 11850:2011 Machinery for forestry — General safety requirements (ISO 11850:2011)
  • EN 474-1:2006 + A4:2013 Earth-moving machinery — Safety — Part 1: General requirements
  • EN ISO 5674:2009 Tractors and machinery for agriculture and forestry — Guards for power take-off (PTO) drive-shafts — Strength and wear tests and acceptance criteria
  • EN 609-1:2017 Agricultural and forestry machinery — Safety of log splitters — Part 1: Wedge splitters
  • EN 609-2:1999 + A1:2009 Agricultural and forestry machinery — Safety of log splitters — Part 2: Screw splitters
  • EN 690:2013 Agricultural machinery — Manure spreaders — Safety
  • EN 709:1997 + A4:2009 Agricultural and forestry machinery — Pedestrian controlled tractors with mounted rotary cultivators, motor hoes, motor hoes with drive wheel(s) — Safety
  • EN 1853:2017 Agricultural machinery — Trailers – Safety
  • For the general EMC compliance requirements then the EN 61000-6-X family of standards should be used depending upon the environment.

You need to ensure that the correct standards have been selected, designed to, and shown that the equipment is safe. There will have to be two Declarations of Conformity produced, one for CE and one for the United King.
